Why does that colorful map mostly just show where people live?
A map colored by total cases, crimes or fires often reveals one thing above all: population density. Reading the legend changes what the colors actually mean.
Colour a map of any country by almost anything, total cases of something, total crimes, total anything, and a strange thing happens: it starts to look like a map of where people simply live. The big cities glow. The empty deserts and mountains stay pale. You haven't learned much about the thing you set out to measure. You've mostly redrawn the census.
A map of one thing that measures another
Kieran Healy, a sociologist at Duke University, calls this out plainly: choropleth maps of the United States, the ones shaded county by county, mostly end up tracking population density more than whatever variable they claim to show. A region with almost nobody in it will nearly always look pale no matter what's happening there, and a densely packed city will nearly always look intense, simply because more people generate more of almost everything: more cases, more incidents, more counts of any kind. The map isn't wrong about its numbers. It's just quietly measuring something you weren't told about.
Totals versus rates, and why the difference matters
This showed up in a very concrete way during the coronavirus pandemic. A media literacy review by First Draft, a nonprofit that studies how information spreads and distorts, singled out coronavirus maps published by the BBC and Canada's Global News for shading regions by total case counts rather than cases relative to population. A large, populous region racks up bigger raw numbers almost automatically, so the map ends up highlighting where the most people are, not where the outbreak is actually worst. The researcher Kenneth Field, quoted in the same piece, points out that readers bring a quiet assumption to any map: that its colors represent objective fact. A map built on totals instead of rates uses that trust without earning it.
Symbols can shout even louder than color
The same review looked at a bushfire tracking map used in Western Australia, MyFireWatch, and found a second layer of exaggeration stacked on top of the first. The map plotted heat detected over the previous 72 hours, which swept in gas refineries and sun-baked desert alongside genuine fires, and colored points by how recently the heat was detected rather than by how severe or large the fire actually was. Flame icons were then drawn oversized, so a modest hotspot could visually read as a raging blaze. Nothing on the map was fabricated. Every dot corresponded to something real. The choices about size, color and threshold did the rest of the exaggerating.
Read the legend before you read the colors
A map's legend is where all of this hides in plain sight, and it rewards a slower look. Where do the color bands break, and were those breakpoints chosen to spread the data evenly, or to make one region pop? Is the map showing a total, a rate, or something in between? None of these questions require any special expertise. They just require pausing on the small print most of us skip straight past to get to the pretty part. Breakpoints deserve particular suspicion, because there's rarely only one honest way to slice a range of numbers into color bands. Push the darkest band's threshold down a little and suddenly a dozen more regions glow red instead of orange, even though nothing in the underlying data moved. The same set of numbers can be sliced into a map that looks calm or a map that looks alarming, and the legend is the only place that gives away which choice was made.
- Check whether the map shows a total count or a rate per person, per area, or per some other baseline
- Look at where the color bands or thresholds change, and ask whether that break was natural or chosen for effect
- Notice which regions are large but sparsely populated: they often dominate visually without dominating the actual data
- For symbols or icons on a map, check what they're sized by (severity, recency, count) before trusting their scale
None of this means maps are untrustworthy. A good map, built on rates instead of totals with a legend that explains its own choices, remains one of the clearest ways to see a pattern spread across space. Plenty of maps you'll meet this week will pass every one of these checks without trouble, and that's exactly the point: the checks are quick, and a map with nothing to hide survives them easily. The habit worth keeping is small: before a map convinces you that one region is the epicenter of something, check whether the map is really describing that thing, or just describing how many people happen to live there.
